YouTube also has some automated detection for copyrighted materials called Content ID. People can claim they own things, and when those things pop up in videos they can restrict display or monetize that thing. Naturally, if you claim you own an old public domain movie, it causes trouble for someone trying to upload that public domain movie.
Yes, that’s what I was running up against - the false claims had all been submitted to Content ID, and I was having to challenge them.
