It makes me think of cheap student house conversions. My guess is someone cut in a new staircase or moved some walls around and figured they didn’t need no fancy rails. Cue red-faced huffing and a “fine! I’ll put up some railing!” when told were a requirement.
A strong possibility. I have seen some houses converted for multiple student occupancy with design decisions that make Dali look like Mr Set Square.

The alcove on the right is a good place for a potted plant, or a place to sleep if you come home on a Friday night with everything spinning and need a crib that you can’t fall out of.
